Roof Replacement Bid
The Bond County Health Department is soliciting sealed bids for a roof replacement project at its facility at 1520 South 4th Street, Greenville, Illinois, totaling approximately 23,000 square feet.
Project Scope:
Scope of Work can be obtained in person at the Bond County Health Department, 1520 South 4th Street, Greenville, Illinois.
Bid Requirements:
- All bids must be submitted in sealed envelopes clearly marked “Roof Replacement Bid.” Place the bid, bid bond, affidavits, and addenda acknowledgments in a sealed envelope labeled ‘Roof Replacement Bid – [Bidder Name]’. Mark the outside with the bidder’s name, address, and license number.
- Bids should include a detailed cost breakdown for labor, materials, and any contingencies. Labor must be paid at prevailing wage. Contract is subject to prevailing wage requirements. Contractors and subcontractors shall pay not less than prevailing wage rates, submit certified payrolls, and comply with posting and recordkeeping requirements. Current rates are incorporated by reference as of the bid date and as updated.
- Bid security: 5% of the bid in the form of a bid bond. Performance and payment bonds: 100% of the contract price from a surety authorized in Illinois, delivered at contract award. Failure to furnish bonds will forfeit bid security.
- Contractors must provide proof of licensing, insurance, and relevant experience with similar projects.
- Estimated project timeline, including start and completion dates, should be included.
- Warranty information for both materials and workmanship must be specified.
- Submit with bid: Non-collusion affidavit; certification of non-debarment; drug-free workplace certification; equal employment opportunity and Illinois Human Rights Act compliance; certification of sexual harassment policy; responsible bidder affidavit including applicable training/apprenticeship, tax compliance, and OSHA training; certification regarding use of eligible products/materials.
- Bids are public records subject to disclosure. Proprietary information must be clearly marked and justified. Bids shall remain firm for 60 days.
- Minimum insurance: CGL $1M per occurrence/$2M aggregate; Auto $1M CSL; Workers’ Compensation statutory and Employers’ Liability $1M; Umbrella $2M. County to be named as additional insured on primary/non-contributory basis with waiver of subrogation. Provide ACORD certificates and endorsements.
- Substantial completion within 240 calendar days from Notice to Proceed. Liquidated damages of $500/day for late completion.
- This project requires performance and payment bonds in accordance with applicable law.
- Contractor shall include prevailing wage clauses in all subcontracts and post notices at the site.

Bids will be publicly opened and read aloud in the Conference Room at the Bond County Health Department on July 7, 2026 at 4:05 p.m. Bidders should appear in person to be available for response. Bids received after 4:00 p.m. will be returned unopened.
Award will be made to the lowest responsible and responsive bidder based on the base bid and accepted alternates, considering price and responsibility factors including experience, past performance, financial capacity, safety record, schedule, and compliance with bid requirements. Late submissions will not be considered. The Bond County Health Department reserves the right to reject any or all bids and to waive any informalities in the bidding process.
This solicitation is published on Bond County Health Department’s Facebook page, website (bchd.us), The Greenville Advocate on June 16, 2026 or earliest publication date thereafter, and posted at Bond County Health Department, 1520 South 4th Street, Greenville, IL. Bidders are responsible for monitoring for addenda. No bid will be accepted unless compliant with all addenda.
