Call to order:

Bond County Board of Health President, Dr. M. McCullough, called the meeting to order at 6:35 p.m. All present stood to recite the Pledge of Allegiance.

Hearing from Public:

R. Deedrick spoke of tax cycles and audit questions including receipts and FOIA documents.

Approval of minutes

Prior to the meeting, members were provided with a copy of the minutes from the Board's meeting of February 23, 2026. A motion was made by J. Rehkemper and seconded by R. Nehrt to approve the minutes as submitted. The motion unanimously passed.

Financial Report

Finance Committee was unable to meet for this month's meeting. This is tabled to April.

Administrator's Report

Every 5 years the I-PLAN through IDPH is required to completed by Bond County Health Department. The process of a new I-PLAN for the years 2027-2031 is underway. This involves the convening of a community health committee to conduct a community needs assessment and to develop a community health plan. As well as Delta Dental Grant was received by Bond County Dental.

Old Business

J. Rehkemper addressed community members' concerns and directed them to the Bond County Treasurers' Office to receive those answers.

New Business

A warm welcome was given to Bond County Health Department's newest employee, C. Shelby, who is now the new Chief Financial Officer.

1. Home Health/Hospice Annual Report: N. Huber, Director of Home Health and Hospice, was in attendance to present the annual Home Health and Hospice reports, CMS requirement. A motion to approve the Annual Home Health and Hospice Report was motioned to approve by J. Rehkemper and seconded by A. Oestreich.
2. IPLAN Self-Assessment I-PLAN 2021-2026 was discussed by S. Eifert. Submission of a draft will be sent in September, and final copy is due by October.
3. Vacancy Announcement- R. Nehrt has announced her resignation, and last meeting will be in May. The position has been posted online, and Bond County Health Department will put link on Facebook.
4. Roof Replacement/Repair: The Health Department's roof has been inspected and there is significant storm damage. Repair plans will begin soon.
5. Cost Of Living Adjustment (COLA): This is usually discussed at the beginning of the year, S. Eifert has requested to wait at least one more month to see how home health, dental, and the other fund 07 programs perform.

Discussion of Personnel Meeting. Statement of Economic Interest, May 1st need to complete online.

The next Board of Health meeting will be held on April 27, 2026, at 6:30 p.m.

At 7:15 p.m., a motion was made by J. Rehkemper to adjourn the meeting. The motion was seconded by E. Korte, 8 ayes, 0 nays. Motion carried.
