Minutes Via Zoom Meeting

March 22, 2021

T. Dawdy called the meeting to order at 6:30 p.m.

The county board has appointed Emily Korte as a new board member.

Minutes of February 22, 2021

T. Dawdy asked for a motion to accept the minutes as submitted.  M. Bleyer moved to accept the February 22, 2021 minutes as submitted.  W. Ahern seconded the motion which passed unanimously.

Administrator’s Report/Financial Report

S. Eifert stated we have been migrating to EMTrack, the state recommended system for scheduling and reporting vaccine administration. The turnout for the vaccine has decreased, and we anticipate the state will be opening up to the general population soon. S. Eifert stated for the month of February, we ended with a cash balance of $1,013,590.29.  We received our reimbursements for Contact Tracing and CURES.  Nursing and General had a gain of $188,725.59, Hospice had a gain of $41,972.10, and Mental Health had a loss of $2,227.99.  Home Health continues to struggle with the new payment model, as we had some staff with health issues, and continue to have an opening for an RN position.  Home Health still billed over $98,000 for February.   Steve Smith with Enertech was here and brought a representative with him from Neuhaus.  They did a walk through and will be making some recommendations.  Both companies have agreed to do this free of charge.  S. Eifert stated he and Michelle met with the psychiatric nurse practitioner on Friday.  We need to gather more information and will then discuss this further at the finance committee meeting.  T. Dawdy asked for a motion to approve the financial report as submitted.  A. Oestreich moved to accept the financial report as submitted.  R. Nehrt seconded the motion which passed unanimously. 

Old Business

Covid-19 update

S. Eifert stated there has been no new cases in the last few days.  Our region as of 3/19/21 is at 3%. 

As of today, we have administered a total of 6375 doses in Bond County, with 2471 being fully vaccinated.  This is 14.86% of the population.  We are looking into sending a post card to every household in Bond County and reminding them that we have the vaccine.

HVAC System

S. Eifert asked to table this until the next meeting.

New Business

IPLAN update

S. Eifert stated Barb has been working to get the committee together and get the IPLAN process started.  The secondary data has been researched and put into a presentation.  Surveys will be available to the county, and we will continue to work with HSHS through this process.  We will also be conducting our own assessment in the month of April.  We are on track to have the IPLAN complete this summer. 

Finance Committee Report

Due to the power outage, the finance committee meeting had to be rescheduled.

The next board of health meeting is scheduled for April 26 at 6:30 p.m.

At 7:30 p.m. W. Ahern made a motion to adjourn the meeting. M. McCullough seconded the motion which passed unanimously.
